4th CFA National Steering Committee Meeting

19th February 2019, Kabul. The 4th Session of the City for All National Steering Committee (NSC) was convened today in Kabul to take decisions and discuss progress and challenges of the CFA national programme on land management, municipal governance, and strategic urban planning. Members of the NSC discussed the progress and challenges of the programme under the chairmanship of the Acting Minister for Urban Development and Land, Mr. Jawad Peikar.

On land management, the programme has surveyed 577,448 properties providing up to date and complete property data for safayi, street addressing and house numbering. Occupancy certificates have been distributed in Herat, Jalalabad, Nili, Bamyan and Kabul provinces.

On municipal governance, 245,080 safayi invoices have been distributed and more than $ 5 million collected in additional revenue in eight Afghan municipalities. In Kabul, annual safayi collections have increased by 94% since the programme started in 2015.
On strategic action planning, ten strategic nahia action plans and six municipal action plans have been completed so far. Strategic action planning is a local, participatory and inclusive process to forge a common vision and prioritize service infrastructure projects for implementation. Implementation of projects is well underway in Kabul district 16 and in Bamyan municipality, while project implementation has started in Kandahar and Farah municipalities.

During the session, NSC members also discussed the new Informal Settlements Upgrading and Redevelopment Policy draft, the latest development in the urban sector by the Government of the Islamic Republic of Afghanistan.

The NSC is comprised of high-level representatives of key urban stakeholders, namely the Independent Directorate for Local Governance (IDLG), the Deputy Ministry of Municipalities (DMM), the Mayor of Kabul, as well donors (EU and USAID), with technical assistance from UN-Habitat.
