AUSSP is Phase II of the Safer Cities Programme in Afghanistan developed to scale-up and expand the urban interventions promoting safety and security based on the experiences of Phase I, Afghanistan Peacebuilding Programme (AUPP 2015-18). AUSSP will continue the momentum of improving the state-society relations to advance the neighborhood safety and security in urban areas with special attentions to the marginalized groups such as women, youth, Internally Displaced Persons (IDPs) and returnees as a key actor of participatory governance and societies. It is a 3 year programme (2018-21), targeting eight of Afghanistan’s most strategic cities: Kabul, Herat, Mazar-e-Sharif, Jalalabad, Kunduz, Farah, Nili, and Bamyian.

The goal of the program is: Women and men, girls and boys, in cities strengthen trust with the local and national governments to uphold rights and achieve safe, secure and inclusive cities, and empowered as an active stakeholder ain the governance and social systems. To achieve this, the program has three expected outcomes:

Outcome 1: Community level

Increased engagement of and benefit to communities, particularly excluded and under-represented groups (women, children, youth and IDPs/ returnees) in municipal governance and urban safety services.

Outcome 2: Municipal level

Improved municipal governance and delivery of safety services.

 

Outcome 3: National level

Enhanced national framework on accountable municipal governance in the area of safety and security.

 

AUSSP is aligned with The New Urban Agenda and SDGs goals # 5, 11 and 16.

 

MAIN EXPECTED ACHIEVEMENTS

  • Beneficiaries – Direct: 173,250 people in targeted communities and Indirect: est. 5,586,344 people in 8 cities;
  • 700 community training’s with 57,000 participants (50% women) for increasing awareness/ understandings on rights and responsibilities as citizens, community policing, urban safety and security;
  • 50% women and 50% IDPs/ returnees to be board members of the CDCs;
  • 110 CDC safety and security safety assessments & action plans drafted or reviewed and sub-project implemented in 8 cities;
  • 16 awareness campaigns conducted in partnership with Civil Society Organizations (CSOs);
  • 8 Municipal Advisory Boards (MAB) strengthened their functions and accountability;
  • Over 5,000 police and municipal staff trained on separate topics, including community policing, urban safety and security, participatory process, etc.;
  • Functions of Directorate of Urban Governance in municipalities strengthened in 8 cities;
  • Researches on development and safety nexus, public space audit, surveys conducted to inform the national policy level discussions;
  • 2 National Safety Summit conducted.
