UN-Habitat chairs the National Housing, Land and Property Task Force (HLP-TF) together with UNHCR and NRC within the humanitarian coordination system in Afghanistan. The HLP-TF as a part of the Afghanistan Protection Cluster brings together humanitarian, development, human rights NGOs, UN agencies and government counterparts at national and regional levels working on HLP issues to facilitate a systematic approach to housing, land and property rights protection of displaced population, and other persons at risk of HLP rights violations- this includes landlessness and homeless persons.

The HLP-TF aims to achieve its objective by a) improving access to land, b) strengthening the security of tenure and adequate housing c) addressing HLP disputes and strengthening access to civil documentation and d) ultimately the durable solutions of the displaced population.

UN-Habitat supports the mission and aims of the HLP-TF through the Promoting Early Recovery and Durable Solutions (PERDS) Project in five city regions in Afghanistan, the project is part of a consortium with the Norwegian Refugee Council (NRC), Danish Committee for the Aid to Afghan Refugees (DACAAR) and Afghan Aid.  The project aims to achieve three specific outcomes during the project period of 25 months (March 2017- March 2019 which includes

(i)Awareness Raising and Capacity Building: HLP-TF members and displaced communities have increased knowledge and understanding of HLP issues and capacity to effectively advocate for their land and housing rights and achieve durable solutions. (ii) Coordination and Participation: Towards the improved coordination and participation of HLP-TF members and displaced communities with local, regional, national and to some extent international clusters, working groups and networks working on HLP and durable solutions issue. (iii) Evidence-based Advocacy and Policy Influence HLP-TF members and displaced communities actively monitor HLP related legal and regulatory framework/policies at the local, regional and national level and influence decision-makers to respect and recognize the land tenure rights of poor and vulnerable displaced communities.

UN-Habitat works closely with the consortium partners –NRTC, DACAAR and Afghan Aid and others.

In addition, UN-Habitat works closely with the following partners- UNHCR, IOM, OCHA, UNICEF, UNDP, UNAMA RoL/HR, ARAZI, MoRR/DoRR, MUDH/DUDH, IDLG/DMM, Municipalities, CRIDA, AIHRC and NGO members of National HLP-TF.

The PERDS project is mostly aligned with the target of SDG 1.4.2, 11.1.1 and 5.a.2
